The construction of that building was complicated, all visitors entering had to be blindfolded. there is a lot of security around and all the tunnels leading to that room are guarded by a lot of security doors and CCTV cameras. Even a rat cannot enter the room without being burned or electrocuted.

to enter that room, you must be a member of the Dark Society, you must have a net worth of at least half a billion dollars. And of course, you have collateral to give to the Dark Casino management in case you betray them. the collateral can be your head, or the head of one of your loved ones.
